According to the Private Sewers<br />
Forum, the transfer of privately-<br />
owned sewers and lateral drains to<br />
water and sewerage companies in<br />
England and Wales, which is due to<br />
come into effect from April 2011,<br />
will represent the greatest change<br />
within the industry for many years.<br />
Defra estimates that the measure,<br />
announced by Hilary Benn in<br />
December 2008, will add between<br />
£4 – £14 to annual sewerage bills.<br />
